Shelle Boudreau
Shelle Boudreau is the Senior Manager of Treasury Services for the City of Raleigh, where she leads the Treasury division and oversees the City’s complex and growing debt and investment portfolios. Since joining the City in 2015, Shelle has held progressive leadership roles across Financial Services, including Chief Accountant, where she managed the Accounting, Accounts Payable, and Payroll divisions, and Fiscal Manager, supporting Treasury from 2021–2025 through debt management, financial modeling, technology improvements, and other strategic City-wide project initiatives.
Prior to her work with the City of Raleigh, Shelle built her career in external audit, serving both public and private sector organizations. She brings extensive expertise in municipal financial reporting and budget practices, treasury services, policy implementation, regulatory compliance, project management, and strategic planning.
Shelle holds a Master’s degree in Accounting from North Carolina State University and is a Certified Public Accountant.
Laura Broda
Laura Broda is the Investment and Cash Manager for the City of Raleigh and has been in the role since 2014. With over 25 years of local government finance experience, she oversees the City’s banking relationships and investment portfolio. Prior to joining the City, she was a Certified Corporate Trust Specialist (CCTS) in the banking industry with a focus on North Carolina municipal finance transactions.
Laura holds a Bachelor of Arts degree in Communication Studies from the University of North Carolina at Chapel Hill.
Jennifer Hall
Jennifer Hall serves as the Debt Manager for the City of Raleigh, where she oversees the City’s total General Government debt portfolio. She brings more than 15 years of experience across both the public and private sectors and has been with the City of Raleigh since 2024. Prior to joining the City, Jennifer held roles in the pharmaceutical and banking industries.
Jennifer holds a Master of Business Administration and a Bachelor of Science in Finance from Southern New Hampshire University.
George Lane
George Lane serves as the Debt Manager for the City of Raleigh, where he oversees the City’s enterprise debt portfolio. He has 20 years of total work experience, including external audit of public and private organizations, accounting and financial reporting for various industries and local government, fiscal management and oversight of large capital programs, and debt and treasury oversight.
George holds Bachelor and Master of Science in Accounting degrees from East Carolina University and is a Certified Public Accountant.
