The City of Raleigh provides transportation services for people with disabilities. GoRaleigh Access (formerly Accessible Raleigh Transportation) enables eligible persons to access public transportation.

Eligibility for ADA Paratransit Service

Paratransit service is available to GoRaleigh Access users who qualify under the Americans with Disabilities Act (ADA). The ADA mandates that each public entity operating a fixed route transit system provide complementary paratransit service to individuals whose functional disabilities prevent use of accessible fixed route bus and rail systems. The level of service for these individuals is to be comparable to the level of service provided to individuals without disabilities. The paratransit service is intended to be comparable to the fixed route system in specific listed criteria such as days and hours of service, fares, service area, response time, etc.

GoRaleigh Access trips are eligible for paratransit service only if the trip begins and ends within 3/4 miles of a GoRaleigh bus stop. Other eligibility requirements may apply.

GoRaleigh Access and Visitors

The City’s GoRaleigh Access program has reciprocity with all ADA transit systems that fall under the Federal Transit Administration’s Americans with Disabilities Act. All ADA eligible out-of-town visitors, who are ADA eligible in their home city, can use GoRaleigh Access Paratransit Services for 21 days within a 365 day period. Visitors must contact the City’s Paratransit Services Certification Office, Monday through Friday, 8 a.m. - 5 p.m., at 919-966-3459. Once this is done, city staff will follow up with the ADA visitor regarding their request.

How to Apply

To apply, download an application or call 919-996-3459 to request an application be mailed to you. Part A must be filled out by the applicant and Part B must be signed by a physician or human services agency official. Mail both parts to the address contained in the application.

Your application will be reviewed to determine eligibility. An in-person interview will be scheduled, and you will be notified of the decision within 21 business days. All Tier II customers may have an adult present during the GoRaleigh Access trip if under the age of 13. The adult can ride for free.

GoRaleigh Access eligibility is valid for two years from the date of approval. You must reapply to keep your eligibility current beyond the date listed above. To avoid any loss of service eligibility, please request a new application from our office 8 weeks in advance of the expiration date. Eligible riders will receive a photo identification card to be used for scheduling service and purchasing tickets.

Transition to Return to Fares

We are committed to ensuring a smooth transition as we prepare to reintroduce fares in a fair and equitable manner.

We're pleased to inform you that suspended fares will continue throughout July and August. When fares do return, physical tickets will no longer be used. Instead, you'll be able to conveniently load funds onto your account for electronic ticketing, starting September 2024.

In July and August, we will begin introducing you on how to load your account with funding, however all trips will remain free during this time.  We will provide training on how the new fare accounts will operate. More information about funding your account, will be made available in the next few weeks.

How to Add Funds to Your Account

To add funds to your account call 919-966-3459 and speak with a call center representative or visit one of the following physical locations.

GoRaleigh Access requires all eligible Access participants to be present and have a valid GoRaleigh Access ID when adding funds to their account. In compliance with the ADA, the cost for an eligible ADA trip is $2.50 one way.

Schedule a Trip

All Access trips must be scheduled through the City’s GoRaleigh Access Call Center. Reservations must be made at least a day in advance. Access customer trip reservations shall be accepted up to fourteen (14) days in advance. Requests for Access service may be made Monday through Friday (By phone, or by e-mail) and Saturday and Sunday (By Telephone only Via Voicemail) between 8:15 a.m. to 4:45 p.m.

Have the following information prepared when scheduling your trip:

  • Name;
  • Date of travel;
  • Pick up/appointment time;
  • Home address/destination address: Street name and street number; and,
  • Return time.

Title VI Notice to the Public

GoRaleigh hereby gives public notice of its policy to uphold and assure full compliance with American Disabilities Act/Title VI of the Civil Rights Act of 1964 and all related acts and statutes.

The Civil Rights of 1964 (Title VI) identifies the three classes protected by Title VI – race, color, and national origin – and allow the complainant to select one or more of those protected classes as the basis/bases for discrimination.  
 
If any of the Limited English Proficient (LEP) populations in your service area meet the Safe Harbor threshold (see Chapter III), then the procedure should be provided in English and in any other language(s) spoken by LEP populations that meet the Safe Harbor Threshold. 
  
This form is also used for Americans with Disability Act (ADA) complaints. The Americans with Disability Act of 1990 (ADA), provides protection that no individual with a disability shall on the basis of disability, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any GoRaleigh program, service or activity.  
 
City of Raleigh is committed to providing non-discriminatory service to ensure that no person is excluded from participation in, or denied the benefits of, or subjected to discrimination in the receipt of its services on the basis of race, color, or national origin as protected by Title VI of the Civil Rights Act of 1964 (Title VI) as well as providing protection that no individual with an disability shall on the basis of disability, be excluded from participation in, be denied the benefits of, or be subjected to discrimination as stated in the Americans with Disability Act of 1990 (ADA).

To request a copy of the Authority’s ADA/Title VI program contact the city’s transit program at 919-996-4087. Complaints will be accepted verbally and in writing. Mail written complaints to: City of Raleigh, Transit Program, PO Box 590, Raleigh, NC 27602-0590. A complaint should be submitted within 180 days of the alleged discriminatory act (or latest occurrence).

Holiday Service Schedule
