Dedicated civilian and sworn employees who work under the Office of the Chief carry out a variety of administrative and community support functions for the Raleigh Police Department.
Assigned to this office are the:
- Public Affairs Office;
- Research and Planning Unit;
- Community Policing Coordinator;
- Finance Unit and Transcriptions; and,
- Office of Professional Standards.
Deputy Chief of Operations: Rico Boyce
Deputy Chief Rico Boyce began his law enforcement career in 2000 as part of the Raleigh Police Department’s 76th Academy. His academic accomplishments include a Bachelor of Science in Criminal Justice and a Master of Science in Business Administration, as well as a session from the Administrative Officers Management Program at North Carolina State University. Aside from traditional education, he also attended the FBI National Academy in Quantico, VA, and graduated with Class 284. He previously oversaw the Field Operations Division and the Special Operations Division.

Deputy Chief of Administration: Zachary Lechette, Ph.D.
Deputy Chief Lechette Zachary Lechette has experience working for the City of Gastonia Police Department, the State of North Carolina, the Jacksonville Police Department, and now the Raleigh Police Department. Most recently, he served as the Public Safety Director/Chief of Police and Fire Services for the Town of Landis from 2020 to 2022.
His education includes a Bachelor of Arts degree in Criminology, a Master of Science degree in Criminal Justice, and a doctorate in Criminal Justice and Organizational Management.
From his time serving in the North Carolina Army National Guard, he was honored with the U.S. Department of Defense Patriotic Employer Award for his support of military personnel serving under his command. He is also a graduate of the FBI National Academy Class 290.

Chief of Staff: Amanda Rolle, Ph.D.
Chief of Staff Rolle Amanda Talley Rolle began her law enforcement career working at the Raleigh Police Department in 1991. She first served in the Field Operations Division as an officer before being promoted to detective, then Sergeant. She left the department to pursue personal and academic goals. She returned to the RPD as the Chief of Staff. Chief Rolle is a self-described lifelong learner in the perpetual pursuit of knowledge and skills to improve individual and organizational outcomes. She holds a Bachelor of Science (BS) in Criminal Justice from North Carolina State University; a Master of Science (MS), a Doctor of Philosophy (PhD) in Human Resource Development and Adult Education; and a certificate in Homeland Security from the Bush School of Government and Public Service, from Texas A&M University.
