Toulon Place is located in the South Park Neighborhood. South Park is a historically Black neighborhood founded in the early 1900s just south of original city limits. It is one of the largest and most historically intact urban Black residential and cultural areas in North Carolina. South Park was home to the professional class of Black residents who owned businesses, led churches, worked in government and industry, and served as leaders in the community. Most development of the area came after the 1930s and was driven by Black citizens at Second Baptist Church (now Tupper Memorial), Shaw Collegiate Institute (now Shaw University), and the School for the Colored Deaf, Dumb and Blind, as well as the white-owned Raleigh Real Estate Company.
