Raleigh Police Officer Daniel Mills Makes History with Level 4 OCTP Ribbon

The Raleigh Police Department is proud to congratulate Officer Daniel Mills on an impressive milestone – becoming the first officer to earn the coveted Level 4 ribbon in the Officer Control Tactics Program (OCTP).

The OCTP challenges officers through five progressive levels, each consisting of three rigorous components: Knowledge, Skill, and Sparring. On July 25, Officer Mills successfully completed the demanding Level 4 test — a feat that pushed his mental, physical, and tactical abilities to the limit.

The Level 4 evaluation includes:

  • Breaking down and presenting a Supreme Court of the United States (SCOTUS) case
  • Sparring continuously against five skilled opponents without rest
  • Engaging in a simulated fight against multiple attackers

In addition to mastering these challenges, Officer Mills excelled in the teaching components of the program, demonstrating both leadership and expertise. His dedication, resilience, and high-level performance earned him the honor of being the first person in the program’s history to achieve this recognition.

Officer Mills praised the OCTP training for using RPD officer's real experiences to teach techniques, ultimately improving safety for both officers and suspects. 

"The program is very informative  and the testing, especially the most recent one, was challenging; requiring you to not only draw from a knowledge of subject control techniques, but from a knowledge of the law as it applies to use of force scenarios," said Mills. "Developing better subject control skills can help keep both officers and suspects safer in volatile situations, and as one of the key aspects of our job, should be a skill that is continually fostered and made to evolve as the rest of the job continues to as well."
