Real Estate

The Real Estate team is a service unit of the Urban Projects Group, responsible for managing the real property strategy for the entire City of Raleigh organization. This primarily involves acquisitions for the purpose of rights-of-way, public utilities, public facilities, greenway, parks and community development opportunities. Additionally, staff manages city leases, property inventory, and the disposition of City surplus real property and requests for easement releases. 

Sale of Surplus Real Property  

In alignment with UPG’s mission to catalyze the implementation of City approved plans, there are times when the City will sell real property that either has no public benefit or is underutilized and could realize more value to the public through its disposition. The allocation of proceeds from surplus land sales are then determined by City Council. 

For those interested in bidding on surplus property, please consider the following:  

  • All information stated herein is subject to change. 
  • Acreage amounts are based on Wake County tax records and may not be accurate. 
  • Bidders are encouraged to obtain a survey to verify site size. 
  • Bidders should research the property fully prior to making a bid and should consider retaining an attorney for a title opinion. 
  • Please verify zoning and land use restrictions with the Planning and Development Department. 
  • Each property is being sold as-is, buyer beware, and it is the duty of any bidder to research the property on their own prior to making any bid. The information posted on this site (notice, property characteristics, structures, pictures, etc.) is for assistance only in the bidder's research process and cannot and should not be relied upon solely by any bidder. 

Long-term Land Leases 

To advance certain development objectives as proposed in City plans, such as affordable housing, UPG works in coordination with the Housing and Neighborhoods Department and other relevant departments to issue a Requests for Proposals to develop on City-owned lots made possible through long-term land leases.  

An example of a pending project in this category is the Redevelopment of Moore Square East and South, which incorporates a 75-year land lease option for the purpose of building and preserving affordable housing in the heart of Downtown Raleigh.
