The City of Raleigh’s Planning and Development department is pleased to announce new leadership for the recently established Project Support & Strategy division. This division will play a central role in strengthening predictable, customer‑focused services across the development process.
Alyssa Halle‑Schramm has been named Assistant Director of Project Support & Strategy. Alyssa has been with the City of Raleigh for three years, bringing more than 15 years of experience in urban planning, sustainability, and operations. She is known for her strategic thinking and her ability to translate complex planning concepts into clear, actionable information for customers and staff.
Two managers will join Alyssa in leading this work:
- Ray Aull has been promoted to Operations Manager. Ray began his career with the City in 2011 and has built a strong reputation for delivering high‑quality GIS, technology, and operational systems support. His work has earned recognition locally and nationally, including publication in the 2025 Esri Map Book.
- Ray Harrell has been promoted to Project Support Manager. Ray joined the City in 2017 and has served in multiple inspection and code compliance roles, most recently as Code Compliance Chief Inspector. He is well‑known for his problem‑solving skills and his ability to help customers navigate complex project issues.
The Project Support & Strategy Division brings together customer support, strategic process improvement, and operational services. Its creation marks an important step toward ensuring that residents, builders, and internal partners receive consistent, timely, and knowledgeable guidance throughout the development process.
