Assistant Fire Chief of Operations

Lowell Smith joined the Raleigh Fire Department in 1999.  His career began as a Firefighter with the Henderson Fire Department in 1995.  With over 26 years’ experience, he has risen through all ranks of the Operations Division serving as a Firefighter, Lieutenant, Captain, Battalion Chief, and Division Chief.  Lowell also served in the Professional Development Division as the Recruit Academy Coordinator where he spent over 4 years training recruits and facilitating in-service training for the department.

Lowell holds a Bachelor of Science degree in Emergency and Disaster Management from Western Carolina University graduating Magna Cum Laude.  Lowell also holds an Associate of Applied Science degree in Fire Protection Technology from Durham Technical Community College and numerous technical credentials including Fire Instructor and Officer.  

As Assistant Chief, Lowell oversees the Operations Division which is made up of the 553 dedicated men and women of the Raleigh Fire Department operating 28 fire stations.  The Operations Division provides an all hazards response including fire suppression, emergency medical, water rescue, technical rescue, hazardous materials mitigation, and a variety of other services.
