Community Meetings
Five-Year Consolidated Plan community meetings were held throughout Raleigh in the fall of 2024 and the Spring of 2025. See below for a list of meetings and locations.
Spring public meetings:

Public Hearings
City residents were encouraged to participate in the creation of the FY2026-2030 Consolidated Plan and FY2025-2026 Annual Action Plan, and community engagement efforts followed the City’s updated Citizen Participation Plan, which will be adopted through this process. The citizen participation outreach included two public hearings, public meetings, stakeholder consultations, and a survey to provide opportunities for residents to share input on housing and community development needs.
The first public hearing was held on December 3, 2024, to obtain public comments for staff to consider while drafting the plans. The second public hearing was held on April 15, 2025, to receive public comments on the draft plans.

Consolidated Plan Survey
As part of the Five-Year Consolidated Plan process, the Community Development Division sent out a survey to the public focusing on goals and priorities for the next five years. The survey report, including feedback themes and comments, was included in the draft and is available to view here.
