Raleigh's affordable housing and community development programs plan for next five years

The City is currently drafting the 2026-2030 Consolidated Plan. The Consolidated Plan will guide how the City uses federal and local funds to address homelessness, serve low- and moderate-income communities, and create affordable housing over the next five years. You can use this page to find information about the Consolidated Plan and community engagement events for residents and community organizations to provide input on community needs and City programs.

The 5-Year Plan Includes:

  • Goals and Objectives
  • Building affordable apartments for low-income residents
  • Locating affordable housing near transit 
  • Workforce Training Program
  • Geographic priority areas within the City
  • Update to the Neighborhood Revitalization Strategy Area Plan
  • Updates to the Citizen Participation Plan 
  • Grants to help the homeless and vulnerable populations

Consolidated Plan Survey

As part of the 5-Year Consolidated Plan process, the Community Development Division will send out a survey to the public focusing on goals and priorities for the next five years.

Schedule of Community Meetings and Hearings

Public Hearing

The City of Raleigh will conduct a public hearing on Tuesday, Dec. 3, 2024 at 7 p.m. at the Raleigh Municipal Building, 222 W. Hargett Street, 27601 to discuss past performance and hear from Raleigh residents about affordable housing and community development needs.

  • Sign up to speak at the Public Hearing
    • Visit the Public Hearings webpage and enter your information into the “Webform” to complete the sign-up.
    • Be sure to select “2026-2030 Consolidated Plan and FY2025-2026 Annual Action Plan” as the hearing item.
    • To speak at a Public Hearing, you must sign up by 5 p.m. on the Monday before the hearing. Please visit the City of Raleigh Public Hearings webpage for more information. You may also call the Clerk's office at 919-996-2040 to sign up. 
  • Written Comments
    • Email written comments to CD.Info@raleighnc.gov (use subject line "Substantial Amendment Comment")
    • Mail written comments to "Housing and Neighborhoods Department, P.O. Box 590, Raleigh, NC 27602" (add "Substantial Amendment Comment" to the top of the page). 

Note: Accommodations for non-English speaking or residents with disabilities will be made available upon advance request. The City offers interpreter services in other languages, including American Sign Language, at no cost to the speaker. Requests for interpreter services may be submitted on the City’s Public Hearings web page or by contacting the Clerk’s office. Please allow at least 5 business days for the City to secure an interpreter; if less than that, services cannot be guaranteed. Deaf and hearing-impaired individuals needing interpreter services should provide advance notice by calling 919-996-3100 (voice) or 919-996-3107 (TDD).

  • Chavis Community Center, Oct. 10, 2024 at 6 p.m. – 8 p.m.
  •  Sertoma Arts Center, Oct. 15, 2024 at 6 p.m. – 8 p.m.
  • Green Road Community Center, Oct. 17, 2024 at 6 p.m. – 8 p.m. (Disponible en Español)
  •  Carolina Pines Community Center, Oct. 24, 2024 at 6 p.m. – 8 p.m.
