The City of Raleigh’s 2016-2020 Consolidated Plan is a document created with staff and community input outlining the housing and community development goals for a five-year period and guides the use of federal funds related to housing projects. The current plan calls for an approach referred to as a Neighborhood Revitalization Strategy Area (NRSA).
A NRSA is an area selected for specialized investment for greater impact, primarily for residents who fall under the following income levels (80 percent or below the Median Income of the Raleigh Area):

The NRSA approach allows for flexible use of federal funds awarded through a program known as the Community Development Block Grant (CDBG). The NSRA supports job creation and reduces restrictions on housing activities and other projects supported by federal and local tax dollars. On November 3, 2015 the Raleigh City Council approved the pilot NRSA for the area south and east of St. Augustine’s University, including College Park and the former Washington Terrace Apartments which will become Villages at Washington Terrace and Booker Park North.

Where is the NRSA?
College Park is bound by Idlewild Avenue and Heck Street to the west, Oakwood Avenue to the north, Raleigh Boulevard to the East, and New Bern Avenue to the south.
Villages at Washington Terrace and Booker Park North are bound by Hill Street to the west, Milburnie Road to the north, Raleigh Boulevard to the east, and Oakwood Avenue to the south.
