State Street Water and Sewer Improvements Phase 3

Upgrading downtown infrastructure

This project aims to repair or replace the old water and sewer systems in downtown Raleigh. Many of the water and sewer lines in this area are really crucial and are in poor condition. The Phase 3 project is being developed in advance to support the future New Bern Avenue Bus Rapid Transit (BRT) project.

Traffic Impacts

We understand that temporary lane closures and parking restrictions can be inconvenient for people who live, work, and enjoy their time downtown. However, updating old infrastructure now can help avoid emergency pipe breaks in the future, which would cause a much larger disruption.

Current Impacts

Location:
South Person Street (200 block), between East Davie Street and Hargett Street.
A full intersection closure is in place at South Person Street and East Cabarrus Street.

Detours:

• Northbound on South Wilmington Street:
→ Right on East South Street
→ Left on South Bloodworth Street
→ Left on East Davie Street
→ Right onto South Wilmington Street

• Eastbound on East Cabarrus Street:
→ Right on South Blount Street
→ Left on East South Street
→ Left on South Bloodworth Street
→ Right onto East Cabarrus Street

Schedule:
7 a.m. to 5 p.m., Monday through Friday, March 30-June 26.

 

E Martin Street and S Person Street: The intersection will be fully closed Sunday, June 15, through Friday, June 26 (on or after), for a Capital Improvement Project. Crews also will be working along S Person Street.

Detours will be in place during all closures. Motorists should expect delays, use alternate routes when possible and use caution in work zones.

Downtown Traffic Advisory (June 16–29)

Work will occur on multiple downtown streets from June 16–29, including Person, Blount, and South Wilmington Streets. Expect temporary lane closures, lane shifts, and occasional full road closures. Delays are likely during work hours.

Traffic control (cones and signage) will separate work zones from traffic, and normal traffic conditions will be restored each evening where possible.

June 16 – Person St (East Martin to South Bloodworth): Left lane closure (shift toward parking side)
June 17 – Person St (East Hargett to East Martin): Left double lane closure
June 18 – Person St (East Hargett to Minerva): Full road closure (detour via South Bloodworth St)
June 22 – Person St (East Cabarrus to East Lenoir): Right lane closure (shift toward garage side)
June 23 – Blount St (East Cabarrus to East Davie): Lane closure
June 24 – South Wilmington St (East Cabarrus to Davie): Lane closure
June 25 – South Wilmington St (East Lenoir to Stronachs Alley): Lane closure
June 29 – South Blount St (East Cabarrus to East Lenoir): Road closure (detour)

Construction

Park Construction of NC, Inc. has been awarded the construction contract and will begin work on October 13, 2025. The project will improve local water and sewer systems to better serve the community.

Work includes replacing and upgrading approximately 8,730 feet of waterlines, which will help provide more reliable water service and improve fire protection. In addition, about 15,700 feet of sewer lines and manholes will be repaired or replaced to help prevent leaks, reduce the chance of sewer backups, and improve overall system reliability.

These improvements are part of the City’s ongoing commitment to maintaining safe, dependable infrastructure and supporting the long-term needs of residents and businesses.
