The City of Raleigh offers three programs to help homeowners address needed home repairs. Read through the Frequently Asked Questions below to learn more about the application, loan process, and construction.  

Will everyone who applies receive assistance through the program?

No, the program prioritizes assistance to homeowners most in need of major system repairs and is subject to available funding.

If I have previously received assistance from the City to repair my home, can I qualify for additional assistance?

Properties that receive substantial home repairs are not eligible for further assistance until the lien is forgiven in five years, except for a request for limited repair. 

If I previously filed for bankruptcy, can I still qualify for the program?

Yes, you can qualify for assistance with re-established credit six months after the discharge of a Chapter 13 Bankruptcy and two years after the discharge of a Chapter 7 Bankruptcy.

When will my application be reviewed for eligibility?

The eligibility screening process generally takes 90-120 days depending on the number of applications received during the application period. After your application is screened for eligibility, the loan approval process begins which generally takes 9 to 12 months to complete.

How long does the loan approval process take?

The loan approval process generally takes 9 to 12 months. Please note there are seven steps in the approval process from eligibility screening to final loan approval, which include:

  1.  Eligibility screening (90-120 days)

    Pre-approval 
  2. Physical home inspection to assess the condition of major systems and repairs needed
  3. Lead-based paint and termite inspection 
  4. HUD-required environmental review

    Final Loan Approval 
  5. Property title search to determine property's legal ownership and identify any legal claims on the property
  6. Selection of a contractor to perform home repairs
  7. Loan Closing

If my loan is approved, what happens if all co-applicants decease prior to the end of the loan term?

The legal heirs of the homeowner(s) who are income-eligible may reside in the property for the remainder of the loan term without repayment to the City.

If my loan is approved, what happens if the property is sold before the end of the loan term?

The loan is due and payable in full upon the sale of the property.

Can I select my own contractor if I am approved for a loan?

Yes, the contractor must be a licensed NC General Contractor and be approved by the City’s vetting process. The City of Raleigh requires all contractors to bid on projects and selection is subject to the results of the bid process.

Will I be required to move out of my home while it is being repaired?

Yes, the program requires you to move out of your home temporarily while the contractor performs the repairs. The homeowner is responsible for making arrangements for temporary location which includes organizing, boxing, storing and removal of personal belongings that would impede the contractor’s ability to perform the work. Temporary relocation expenses and arrangements are the responsibility of the homeowner(s). The program does not provide assistance with moving or the cost.

How long will the repairs to my home take?

Once the homeowner has moved to a temporary location and stored all belongings, construction is usually completed in about 90 days. The construction process could take longer if hidden conditions are discovered during construction must be addressed and due inclement weather conditions and other unforeseen circumstances.
