Requirements due to the City
- Conduct a Risk Assessment to identify risks that are most likely to occur or would have the greatest impact on participants or spectators.
- Complete an enhanced Emergency Action Plan form.
- Obtain insurance coverage for the event at the levels specified.
- Conduct required meetings with participants prior to the event.
- First-time Entry Workshop
- Entry Meeting
- Driver, Marshal, & Spotter Meeting
- Provide an official lineup of all parade entries.
- Provide signed copies of the City’s Participant Release for all parade participants, including vehicle operators.
- Submit the signed Parade Organizer Certification form to certify that they’ve accomplished all requirements included in the City of Raleigh's Motorized Parade Policy.
Additional responsibilities of parade organizers
- Collect and maintain records of required information from parade participants:
- Parade Entry Information Form
- Documentation that parade participants received Parade Safety and Participant Rules
- Proof of insurance from each Vehicle Operator and for each vehicle
- Signed copies of Operator Safety Acknowledgement
- For any motorized vehicle in the parade, organizers must be presented with a recent (within 30 days of the event) vehicle safety check by a qualified mechanic familiar with that type of powered vehicle. The inspection (consistent with DMV) must include operation of the vehicle’s brakes, tires, lights, horn, emissions, and a current registration.
- For a float that includes passengers and is towed by another vehicle, that the operator is trained to safely operate that unit and the vehicle is appropriately rated to tow the assigned float.
- Ensure compliance with the required Points of Inspection for Motorized Vehicles in parades for each parade unit before that unit leaves the staging area.
