The City of Raleigh's Housing and Neighborhoods Department is seeking general contractors to work on residential rehabilitation and capital improvement projects for the City's affordable housing portfolio.

Homeowner Rehabilitation Program Overview

The City of Raleigh administers a Homeowner Rehabilitation Program to assist homeowners with financing the cost of housing repairs and improvements. The total project cost under this program ranges from $15,000 to $90,000+. General contractors can submit bids to be considered for these projects. 

How To Bid on City Projects

If you would like to be considered for home rehabilitation, capital improvement, or other City projects you must: 

  • Sign and submit the Pre-Qualification Application Form. Once your application is approved, you will be contacted by City staff to provide bids on upcoming homeowner rehabilitation projects.
  • Register your company through the City's Raleigh Supplier connection self-service portal.
  • Visit the North Carolina electronic Vendor Portal (eVP). The eVP hosts all City solicitations (Bids, RFP's, RFQ's) that are $30,000 and above. Click on Search Open Bids in the menu bar near the top, then select NON-STATE – City of Raleigh from the Purchasing Agency drop-down menu, and then click Search.
