Capital Blvd. North Corridor Study

The Capital North Corridor Plan was adopted July 5, 2022

The City Council adopted the Capital North Corridor Plan on July 5, 2022. The corridor plan was the result of a three-year process from 2018 to 2021. The process included five stages of public input. The result is a plan report called “The Capital North Corridor Plan: A Future of Choice”. The report provides action steps and policies that are listed in an amendment to Raleigh’s 2030 Comprehensive Plan. The amendment is called CP-2-21 “Capital North” and was also adopted on July 5, 2022.

The corridor plan and the Comprehensive Plan amendment call for major investments on Capital Boulevard between I-440 and I-540 (map). These investments will make the corridor safer and easier to use for drivers, walkers, and cyclists. Other proposals in the plan will help local businesses and neighborhoods participate in new economic activity in the corridor area. The recommendations are based on the analysis and community input that was collected during the three years of the study.

Engagement Opportunities

June 2022: The corridor plan will be discussed at the City Council’s Transportation & Transit committee meeting on June 23. The May 26 meeting where the plan was scheduled to be discussed was cancelled. Please visit the City Council Committees page for more details.

April 2022: The City Council will have a public hearing on the Capital North Corridor Plan on April 5. The hearing is open to the public, and you can express your thoughts or concerns directly to the City Council members during the hearing. Please visit the Public Hearings for City Council webpage for information on how to participate.

November 2021: Participate in public meetings of the Planning Commission. The Capital North Corridor Plan will begin the Planning Commission review at the Committee of the Whole meeting on November 18. Visit the Planning Commission webpage for details on how to join the meeting.

October 2021: Please join us at either of two Ask-A-Planner meetings in October. Staff will be available at two virtual events. The events are from 5:00 p.m. to 7:00 p.m. on Thursday, October 21, and from 10:00 a.m. to 12:00 p.m. on Saturday, October 23. We can answer your questions about the completed Capital North Corridor Plan before the Planning Commission begins its review in November. The presentation and video recordings from these meetings are now available in the Project Information section at the bottom of this page.

October 2020: City staff held two virtual meeting presentations in English and another virtual presentation in Spanish to discuss the proposed bicycle and pedestrian facilities for the Capital Boulevard North area. This is the final phase of the study, so we also shared a draft of the complete set of policy recommendations for all phases of the study. January/February 2019: Vision & Goals and Community Profile Reports published. The Vision and Goals Summary for the corridor study is now available! This expression of values and aspirations for the corridor is based on the wide range of input we received from the community. The goal statements will help us to evaluate the alternatives and recommendations that will form the final study report.
