State Street Water and Sewer Improvements Project

Improvement project will replace aging materials to meet future infrastructure capacity demand.

The State Street Drainage basin is surrounded by Walnut Creek, Raleigh Blvd, New Bern Avenue and Fayetteville Street. The City of Raleigh has previously completed a condition assessment of sanitary sewer mains in this drainage basin and determined much of the highly critical water and sewer infrastructure is in poor condition. Approximately 60,000 - 80,000 linear feet of water main and 60,000 - 80,000 linear feet of sewer main replacement are planned for this drainage basin over the next three to five years. The project will be designed and constructed in seven phases.
The replacement and refurbishment of sewer lines in this area will reduce the risk of sanitary sewer overflows and provide a more reliable water system for the community. The replacement of waterlines will reduce the risk of pipe failure. These failures can cause damage to the environment if not managed. 
Phase 1 – CDM Smith – Contractor is Carolina Civil Works, Inc. Construction to resume in August or early September 2023. Project is scheduled to be complete by Spring 2024
Phase 1A-Davie Street – CDM Smith – Contractor is JF Wilkerson Contracting Co., Inc. Complete.
Phase 2 – CDM Smith – Park Construction is low bidder. Construction of this phase will start Spring 2024. 
Phase 3 – CDM Smith – Located in Downtown Raleigh. 90% design is progress.
Phase 3A – Downtown – Contractor Kimley-Horn – Fast track project leading in front of New Bern Rd BRT Project. Located in Downtown Raleigh with 90% design in progress.  Plan to bid Summer 2024

Project began construction work during Fall 2021.
Impacted Streets: Phase 1: Bragg Street, Holmes Street, Gregg Street, Spaulding Street, Hoke Street, Garner Road, Person Street, Blount Street, S. State Street, Tipton Street.

Impacted Streets: Davie Street Portion: Davie Street, Blount Street, Blake Street, Bloodworth Street, Swain Street, Haywood Street, Alston Street, Camden Street Montague Street, Freeman Street, State Street and Tarboro Street.


Project phases were accelerated to accommodate street resurfacing and paving that are scheduled for Spring 2022. Paving work can only be completed under certain weather conditions. Paving work was stopped during January 2022 due to freezing temperatures. Paving work has now continued as weather conditions permit. Once resurfacing and paving work is completed, impacted roads will be fully reopened. Final paving work requires advanced work, which will be done during Spring 2022.  Because of the nature of the work, it will not be completed until all the utility work in the area is done and the contractor is able to complete several streets at a time. That final paving effort will cause additional disruptions for about a week. Work to begin on Davie Street beginning Spring 2022. Contractor is required to keep streets open during paving work.

History

The State Street Basin Water and Sewer Improvements Project was identified in the 'Sustainable Infrastructure and Asset Management Program Assistance' program. Much of the water and sewer infrastructure in this area is highly critical and in poor condition. CDM Smith was selected to provide engineering evaluation and design services. Construction plans were approved and advertised for bid during the third week of December. Bids were opened on Tuesday, January 26, 2021 at
2:00PM. Carolina Civilworks won project bid. Project was scheduled and reviewed on March 16, 2021 on City Council agenda. The design engineer for this project is CDM Smith. Pre-construction meeting was scheduled and held in early April 2021. Phase 1: The design engineer was CDM Smith. Carolina Civilworks, Inc won project contract. Construction began in Fall 2021. 

Raleigh Water conducted a full closure of the Intersection of E. Lenoir and S. State Street along with the 800 Block E. Lenoir Street between Freeman Street and Quarry Street, at 7:00 AM on Tuesday, July 12, 2022, for a water and sewer improvement project. Closure lasted until 7:00 PM Friday, July 15, 2022. Parking restrictions were enforced in designated areas. Work areas opened to local traffic.

Raleigh Water will conduct a full closure of the intersections of Garner Road and Bragg Street, Garner Road and Branch Street, Garner Road and Hoke Street and Garner Road and Saints Avenue, along with the 1000, 1100, 1200, 1300 and 1400 blocks of Garner Road between Martin Luther King Jr. Boulevard and Peterson Street, at 7:00 AM on Tuesday, August 16, 2022, for a water and sewer improvement project. Closure is expected to last until 7:00 PM Friday, November 18, 2022. Parking restrictions will be enforced in designated areas. Work areas will be opened to local traffic.
