- Legally created lot with an established address, contractor licensing validation and public improvement compliance.
- Certificate of Appropriateness, if house is to be built in a historic district
- NC Department of Transportation driveway or encroachment permits, if the property is on a state road
- Variance approved by Board of Adjustment, if applicable
- Annexation Petition if the project is outside the City limits and you wish to tap onto City water and sewer

- Building for site accessibility and retaining walls over four feet of unbalanced fill
- Right-of-Way (driveway and site)
- Zoning
- Certificate of Appropriateness, if house is to be built in a historic district

- Land Disturbing, if applicable
- Stormwater Tracking, if applicable
- Tree Conservation, if applicable
- Neuse River Buffer, for property within the Neuse River buffer watershed
- Other permits and approvals as required for a particular project
