Every year, the City of Raleigh has to provide an update on the its Five Year Consolidated Plan. To give this update, the Housing and Neighborhoods Department must submit an Annual Action Plan. The Annual Action Plan provides information on the progress we are making to meet the needs and goals identified in the Consolidated Plan.
The City of Raleigh is conducting a 30-day comment period on the draft Fiscal Year 2021-2022 Annual Action Plan (AAP), the draft Substantial Amendment to the FY 2020-2021 AAP, and the FY 2021-2025 Consolidated Plan for the proposed uses of CARES Act funding to address impacts of COVID-19 on low-income residents.
The AAP identifies ways the City will address the priority housing and community development needs of low-income residents in Raleigh and geographic priority areas. The AAP will guide City expenditures of federal Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grant (ESG) funds, as well as related local funds from July 1, 2021 – June 30, 2022. A 30-day comment period on the draft AAP and draft Substantial Amendment is from March 5 – April 5, followed by public hearings (tentative) on April 6, 2021 at the City Council meeting after 7 p.m.
