City Awards $3.5M to Nonprofits to Help Those Experiencing or at Risk of Homelessness

Awarded through the CARES Act, the City received supplemental federal Emergency Solutions Grant (ESG-CV2) funding to prevent, prepare for and respond to the COVID-19 pandemic. Funds may be used for emergency shelter, homelessness prevention and rapid rehousing, street outreach, and data management in the Homeless Management Information System.

A Notice of Funding Availability (NOFA) was issued in March for proposals that implement a low-barrier housing first approach that prioritizes providing housing assistance regardless of preconditions. Preconditions outlined by the U.S. Department of Housing and Urban Development include lack of income or employment, poor credit or financial history, active substance abuse, and other indicators that show a lack of “housing readiness.”

A review committee, comprised of City staff and Wake County’s Department of Housing Affordability and Community Revitalization staff, reviewed submitted applications based on criteria outlined in the NOFA. Eight agencies were recommended and approved by City Council for a total of $3.5M in funding:

  • InterAct: $564,923 (Emergency Shelter)
  • Families Together: $339,900 (Emergency Shelter & Rapid Rehousing)
  • Salvation Army: $69,800 (Emergency Shelter)
  • Urban Ministries: $514,293 (Emergency Shelter)
  • Triangle Family Services: $1,039,706 (Emergency Shelter, Homelessness Prevention/Rapid Rehousing, & Street Outreach)
  • Passage Home: $380,875 (Homelessness Prevention/Rapid Rehousing)
  • Raleigh/Wake Partnership to End Homelessness: $134,360 (HMIS & Homelessness Prevention)

Nonprofit organizations will also be able to apply for additional funds through supplemental federal Community Development Block Grant (CDBG-CV3) funding the City received as part of the CARES Act. City staff will conduct a listening session with service providers in mid-June to identify unmet community needs in order to prioritize the use CDBG-CV3 funding. A NOFA will be issued following the listening session.
