Emergency Management and Special Events Mission and Vision


The Office of Emergency Management and Special Events (EM&SE) establishes and maintains a strategic framework to efficiently guide and coordinate City and external resources in collaboration with governmental and private sector partners throughout an emergency. The Office also oversees the use of streets, sidewalks, and greenways in the City for organized special events, with the purpose of protecting the health, safety and welfare of citizens and visitors while establishing a clear and accountable process for event organizers.


To have a city that can anticipate risk, limit impact, and bounce back rapidly through survival, adaptability, evolution, and growth in the face of turbulent change and to continue to build the City of Raleigh’s national presence as a center for cultural activity through the safety-focused management of special events.
