To keep Raleigh pedestrians, cyclists, and motorists safe, the City does not permit work in the right-of-way (ROW) during holidays. On this page you will find helpful information on ROW holiday restrictions as well as a list of anticipated restricted work dates for 2023.
Be Prepared
It is the responsibility of any company, contractor, or sub-contractor who perform work in the ROW to be familiar with the city’s ROW Provisions. It important to note the following when preparing for a work-restricted holiday:
- Work areas must be secured no later than 4 p.m. on the last day that work is allowed.
- No materials or equipment of any kind can be left or stored in the ROW.
- If the holiday falls on a Monday or Friday, the restriction will include the entire weekend.
- The ROW Provisions do allow for work that addresses outages or other emergencies during the restriction period. It is the responsibility of the contractor to be familiar with the provisions related to emergency work.
- Restrictions apply to all streets within the City’s jurisdiction, including streets maintained by NCDOT.
- For NCDOT streets, please verify no additional restrictions apply to your work. NCDOT normally includes these additional restrictions in the encroachment permit.
