Police Officers Receive Training In Housing Code Violations
Police officers are not housing inspectors, but they are another set of eyes the City of Raleigh can use to look for code violations.
During the Police Department’s roll call session on Aug. 16 and continuing on three additional Sundays thereafter, the City’s Inspections Department will make presentations to police officers on what constitutes a housing code or public nuisance violation. The premise is that police officers, while patrolling streets or responding to service calls, may see code violations that City inspectors may not know about. These include structural violations, overgrown weeds, rat infestations or other housing or public nuisance violations. Officers will be instructed on how to report these violations to the Inspections Department, which issues a notice of violation to property owners to correct the deficiencies.
The 30-minute presentations to police officers also will include information about the City’s Probationary Rental Occupancy Permit (PROP) ordinance, the City’s rental registration program, and recent amendments to the City’s nuisance party and noise ordinances. All of these programs and items were adopted by the City Council and deemed necessary in order to promote public health, welfare, good order and safety of the City and its residents who either own or rent their homes.
“This training will provide our officers with very important information concerning the newly revised PROP ordinance, particularly as it relates to nuisance parties and noise violations,” said PROP Officer A.P. Draughon III of the Police Department. “Raleigh police officers will be provided instructions on how to properly enforce these types of violations by means of a civil citation.”
