Community Enhancement Grant
The City of Raleigh Community Enhancement and Capacity Building Program
The Community Enhancement Grant is given each year to nonprofit and faith-based organizations to build human capacity within blighted or low- and moderate-income areas. Funds for this program are given through the federal Community Development Block Grant program. Applicants are judged based on the soundness of the program proposal, fiscal responsibility of the organization, the mission and track record of the organization, and other program requirements. The following were projects funded through the Community Enhancement Program.
2003
Organization: Boat People SOS Funded Amount: $43,380
Description: FALIMA is a family wellness service for low-income Amerasian families. The program provides marriage and family counseling services that are culturally appropriate.
Organization: CASA Funded Amount: $50,000
Description: Community Property Alternatives provides training and stable employment for persons with mental illness or substance abuse challenges. Participants acquire landscaping skills which are used on the job and in the future to attain employment outside of the Community Alternatives program.
Organization: Triangle Family Services Funded Amount: $72,070
Description: Family Support gives low-income families in Raleigh the resources to acquire or maintain permanent housing, become self-sufficient, and achieve long-term financial independence. Awarded funds were used for emergency financial assistance, mental health treatment, and financial literacy education.
2004
Organization: Boat People SOS Funded Amount: $23,058
Description: The Rise-Home Program provides training and support services to help low- and moderate-income Vietnamese families of greater Raleigh overcome financial disadvantages and become homeowners. Rise-Home trained 200 residents about financial issues relating to homeownership.
Organization: Neighbor to Neighbor Ministries, Inc. Funded Amount: $25,000
Description: HOSTLinks Math is a math intervention program for low- and moderate-income children who are not performing at grade level. The program includes one hour training sessions and a personalized achievement plan.
Organization: Triangle Family Services, Inc. Funded Amount: $50,000
Description: Family Violence and Homelessness Prevention-- This new Triangle Family Services program reaches out to families who are at risk of homelessness due to family violence, mental illness, or financial crisis. A portion of awarded funds was used for psychiatric treatment for uninsured low-income adults and children. Other funds were used for supervised visitation services for victims of domestic violence and for an emergency assistance program for those at risk of homelessness.
2005
Organization: Neighbor to Neighbor Ministries, Inc. Funded Amount: $50,000
Description: Program Building Rehab-- Funds for Neighbor to Neighbor Ministries were used to renovate the Comprehensive Youth Development Center (1200 South Blount Street) and bring the building up to code. The Youth Center is used for elementary and middle school students for homework labs, computer training, and life skills training.
Organization: Passage Home Funded Amount: $60,000
Description: Safety Club Start Up Activities-- Passage Home used its grant to expand the Weed & Seed activities which engage residents, strengthen citizen involvement, and build capacity. The Safety Club offers economic and technological training.
Organization: Raleigh Area Development Authority (RADA) Funded Amount: $40,000
Description: Economic Development Small Business Grants funds community based businesses, especially in the instance that the sale or improvement of a property will better serve the immediate neighborhood. The program identifies undesirable commercial properties and determines the owner’s interest in selling the substandard commercial property.
Organization: Raleigh Rescue Mission Funded Amount: $25,000
Description: Office Rehabilitation (Stone Chapel)-- This project helped to convert the “Stone Chapel” basement into administrative offices for the Raleigh Rescue Mission which created an additional 10 beds per night in the men’s shelter program located in the main building.
2006
Organization: 1st Baptist Church (S. Wilmington Street) Funded Amount: $91,413
Description: Adult Day Care Center Rehab-- Repair and renovation to the Adult Day Care and Health Services Center (130 East Morgan Street) will be completed with these funds. The renovation will bring the facilities into compliance with the NC Adult Day Care and Day Health Services Standards for Certification, allowing 1st Baptist to continue their services.
Organization: Building Together Ministries, Inc. Funded Amount: $3,600
Description: Ladies Summer Camp-- This 10-week summer camp for women will serve an additional 200 women from all walks of life at two new sites. Women receive a meal and listen to a speaker on life skills, finance, motivation and inspiration.
Organization: Interfaith Food Shuttle Funded Amount: $42,184
Description: Intern Training Program-- This culinary job training program funds an intern’s work stipend and the food production costs. Interns complete training with the hopes of maintaining employment outside the program.
Organization: Urban Ministries Funded Amount: $17,900
Description: Refrigerator and Freezer for New Food Pantry-- Urban Ministries purchased two commercial appliances installed at their new facility at 1390 Capital Boulevard. These purchases helped to expand their food capacity, particularly of perishable food items.
