RFP - East-Cabarrus Development

The City of Raleigh (City) seeks qualified development partners for a ~0.24-acre cluster of City-owned parcels at the intersection of S. East St and E. Cabarrus St. in downtown Raleigh (414, 416 E. Cabarrus St. and 504 S. East St.). The City aims to find a development partner to collaboratively identify the highest and best use for the property. The partner will then lead the site’s development with City support.

The City’s preference is for rental housing development to be constructed on the parcels, but for-sale housing is also an option. To be considered, proposals must set aside at least 20 percent of the total units within the development as affordable rental units to low-income households earning no more than 60 percent of the Area Median Income (AMI).

Demolition of 2800 & 2812 Seclusion Court

The City of Raleigh's Housing and Neighborhoods Department announces the bid opportunity for the demolition of 2800 and 2812 Seclusion Couty.  

 This demo will generally consist of the following major items:

Demolition of (2) one-story residential quad-plex buildings, including wood framing, masonry chimneys, foundations, appliances, and all building systems and other work indicated in the Contract Documents

A Non-Mandatory Pre-Bid Meeting: Held on October 7, at 10AM (EST) at 2800 Seclusion Court.

Bid Opportunity - 1602 Pender St.

The City of Raleigh's Housing and Neighborhoods Department announces the bid opportunity for the Rehab at 1602 Pender Street Project.  

The City maintains a portfolio of affordable rental properties and is committed to rehabilitating units to preserve safe, decent, and affordable housing The rehabilitation of properties, like 1602 Pender St, ensures that affordable housing remains available for low-income households.

The rehab will generally consist of the following major items:

  • Mechanical
  • Plumbing
  • Electrical
  • Sheetrock
  • Painting
  • Siding

Notice of Funding Availability (NOFA) - Affordable Rental Development Program

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of funds under the City’s Rental Development Program for qualified developers to submit proposals for the new construction, acquisition, and/or rehabilitation of affordable multifamily rental units. Funds are available from local funding sources such as the 2020 Affordable Housing Bond as well as federal HOME funds. Please see the Notice of Funding Availability document below for further detail.

Approximately $24 million in affordable rental development gap financing is available. Rental units assisted with these funds must be affordable to households with incomes at or below 80 percent of the Area Median Income (AMI). Please view the NOFA for application deadlines, schedules, and information about eligible projects.

Request for Proposals (RFP) - City of Raleigh Homelessness Prevention, Diversion and Rapid Exit Program

The City of Raleigh (CoR) is seeking proposals from one or more agencies to administer a Homelessness Prevention, Diversion, and Rapid Exit Program. This program will make available $855,000 to prevent, divert, and rapidly exit Raleigh residents from the homeless response system. Of this amount, $75,000 will be focused on residents in the downtown district.

Addendum 1 (linked below) will also need to be signed and submitted with materials in the RFP packet.

The goals of the program are to:

  • Prevent households at imminent risk from becoming homeless;
  • End someone’s experience of homelessness as quickly as possible while empowering them to regain control over their situation;
  • Limit the trauma of homelessness on the individual or family and keep limited shelter beds available for those most in need;
  • Incorporate creative problem solving and conflict resolution to empower clients to find immediate alternatives to shelter and return to more stable housing;
  • Engage each client in a strengths-based conversation to identify immediate alternate housing arrangements and, if necessary, connections with services and financial assistance;
  • Complement other homeless intervention strategies, and not act as a barrier to shelter; and
  • Enhance the Wake County NC-507 Continuum of Care’s (CoC) homelessness response system through well-trained staff and access to these funds across the continuum for qualifying households.

CLOSED: Notice of Funding Availability (NOFA) - Affordable Small-Scale Rental Development Program

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of the following:

1. $2,000,000 for gap financing from Affordable Housing Bond (Bond) proceeds to support the creation and preservation of affordable rental units; and

2. $150,000 for an optional solar incentive that provides funding for projects that meet certain solar criteria; and

3. City-owned building sites via long-term land leases to support the creation of affordable rental projects.
