Raleigh's affordable housing and community development programs plan for next five years

The City is currently drafting the 2026-2030 Consolidated Plan. The Consolidated Plan will guide how the City uses federal and local funds to address homelessness, serve low- and moderate-income communities, and create affordable housing over the next five years. You can use this page to find information about the Consolidated Plan and community engagement events for residents and community organizations to provide input on community needs and City programs.

The 5-Year Plan Includes:

  • Goals and Objectives
  • Building affordable apartments for low-income residents
  • Locating affordable housing near transit 
  • Workforce Training Program
  • Geographic priority areas within the City
  • Update to the Neighborhood Revitalization Strategy Area Plan
  • Updates to the Citizen Participation Plan 
  • Grants to help the homeless and vulnerable populations

Consolidated Plan Survey

As part of the 5-Year Consolidated Plan process, the Community Development Division will send out a survey to the public focusing on goals and priorities for the next five years. Check back for updates.

Community Meetings

5-Year Consolidated Plan community meetings will be held throughout Raleigh in the fall. See below for a list of meetings and locations.

  • Method Community Center, Oct. 3, 2024 at 6 p.m. – 8 p.m.
  • Virtual Meeting, Oct. 9, 2024 at 6 p.m. – 8 p.m.
  • Chavis Community Center, Oct. 10, 2024 at 6 p.m. – 8 p.m.
  •  Sertoma Arts Center, Oct. 15, 2024 at 6 p.m. – 8 p.m.
  • Green Road Community Center, Oct. 17, 2024 at 6 p.m. – 8 p.m. (Disponible en Español)
  •  Carolina Pines Community Center, Oct. 24, 2024 at 6 p.m. – 8 p.m.
