The announcements below represent various funding opportunities available with City of Raleigh Housing and Neighborhoods Department. All Request for Quotes (RFQs), Request for Proposals (RFPs), and Notice of Funding Availability (NOFA)s are sent out via email notice as well. CLOSED: Notice of Funding Availability (NOFA) - Small Scale Rental Development

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of the following:

  1. $2,000,000 for gap financing from Affordable Housing Bond (Bond) proceeds to support the creation and preservation of affordable rental units;
  2. $150,000 for an optional solar incentive that provides funding for projects that meet certain solar criteria; and,
  3. City-owned building sites via long-term land leases to support the creation of affordable rental projects.

Missing-middle housing types such as duplexes and accessory dwelling units (ADUs) are encouraged and allowed by right on a majority of the lots by the underlying zoning.  At least one-third of the housing units built must serve households at extremely low-income levels (<30 percent AMI).

The application deadline for this NOFA was due April 5.

Notice of Funding Availability (NOFA) - Affordable Rental Development Program

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of funds under the City’s Rental Development Program for qualified developers to submit proposals for the new construction, acquisition, and/or rehabilitation of affordable multifamily rental units. Funds are available from local funding sources such as the 2020 Affordable Housing Bond as well as federal HOME funds. Please see the Notice of Funding Availability document below for further detail.

Approximately $24 million in affordable rental development gap financing is available. Rental units assisted with these funds must be affordable to households with incomes at or below 80 percent of the Area Median Income (AMI). Please view the NOFA for application deadlines, schedules, and information about eligible projects.

Request for Proposals (RFP) - Unsheltered Homelessness Response Strategy

The City of Raleigh is solicitating proposals from one or more firm(s) with which to contract for the following services:

Development of an unsheltered homelessness response strategy on how to respond to unsheltered homelessness, connect those living unsheltered to housing and services, and decommission camps after.

The Consultant will work with staff from the City of Raleigh in the preparation of an Unsheltered Homelessness Response Strategy, which will outline the practices that will lead to successful permanent housing placements for those living unsheltered, subsequent camp decommissioning, and provide a road map for scaling the strategy to address ongoing work in this area. The strategy should include, but is not limited to the following:

  • Analysis of Existing Conditions – Needs Assessment and Gap Analysis
  • Consultation with Partners
  • Guiding Principles
  • Camp Site Assessment Definitions
  • Site Assessment Protocol 
  • Prioritization Tool
  • Camp Decomissioning & Housing Surge Roles and Responsibilities
  • Timeline for Camp Response and Housing Surge Events
  • Keys to Success
  • Strategy for Sustained
  • Summary Report
