Public Participation

Advisory Board meetings and committee meetings are open to the public. Check with the Parks, Recreation, and Cultural Resources Department at 919-996-3285 to verify a particular meeting time and place if you are planning to attend. Meetings are subject to change following public notice of at least 48 hours.

Public Comments Can Now Be Provided By Voicemail

Public comments for the Parks, Recreation and Greenway Advisory Board (PRGAB) may be left on voicemail prior to the monthly meeting. The voicemail box will be open from Friday at 5:00 p.m. until Wednesday at 5:00 p.m. before the Thursday PRGAB meeting. Voicemails received outside of this timeframe will not be considered. Each person is limited to one public comment per meeting, and the time limit is 3 minutes. All comments will be transcribed and become part of public record. Please follow the rules of decorum.

Purpose

The Raleigh Parks, Recreation, and Greenway Advisory Board serves as the official citizen advisory board to the City Council on issues related to parks, greenway, and recreation policy matters. The board advises on matters related to the funding of the parks and recreation capital program, parks and recreation program policies, facility planning, and the acquisition of lands related to the parks and recreation program. The board serves as a liaison between the City and the citizens of the community and also works to promote parks and recreation programs.

The Parks, Recreation, and Greenway Advisory Board consist of fifteen members, appointed by City Council to overlapping two-year terms. Three standing committees function to carry out the responsibilities of the Parks, Recreation, and Greenway Advisory Board:

Parks Committee

The Parks Committee is responsible for the study of issues related to park facilities, features, developments, and modifications. The Committee prepares recommendations and proposals for the Parks, Recreation and Greenway Advisory Board based on in-depth review of park-related issues and concerns. Members support progress toward equity goals and encourage increased geographic, racial, and demographic diversity on the PRGAB to better reflect the community.  The Parks Committee meets the first Thursday of each month in the Raleigh Municipal Building, located at 222 W. Hargett Street at 6 p.m.  This committee does not meet on a regular schedule.

Greenway Committee

The Greenway Committee advises and makes recommendations to the Parks, Recreation and Greenway Advisory Board on issues regarding the City of Raleigh greenway system. The Greenway Committee meets the second, Monday of each month in the Raleigh Municipal Building, located at 222 W. Hargett Street at 4 p.m.  This committee does not meet on a regular schedule.

Sustainability, Wildlife and Urban Trees Committee

The Sustainability, Wildlife and Urban Trees committee reviews, advises, and makes recommendations to the Parks, Recreation and Greenway Advisory Board on issues regarding environmental stewardship, resiliency, wildlife habitat management, and urban forestry programs in the City of Raleigh parks system. The Sustainability, Wildlife and Urban Trees Committee meets the first, Wednesday of each month in the Raleigh Municipal Building, located at 222 W. Hargett Street at 4:30 p.m. 

The Fred Fletcher Volunteer Committee

The Fred Fletcher Volunteer Committee plans the annual event that recognizes and honors volunteers who have made exceptional contributions to the Parks, Recreation and Cultural Resources Department programs or facilities. Nominations for these awards may be made by the public; nomination forms become available in January through the Parks, Recreation and Cultural Resources Department.  The Fred Fletcher Volunteer Committee reviews, advises and makes recommendations to the Parks, Recreation and Greenway Advisory Board on issues regarding donations and sponsorships for the awards ceremony.  The Committee may also recruit partnership opportunities for the Department. The Fred Fletcher Volunteer Committee meets the third Tuesday of each month in the Raleigh Municipal Building, located at 222 W. Hargett Street or these meetings will be virtual and conducted via Zoom events Software at 8:00 a.m. (The Fletcher Committee meetings are usually called closer to the nomination time)
